It's hard to get to know the real Vera as she is constantly in 'salesperson' mode, even when she is off the clock. If you talk to her enough eventually she'll open up and stop being so plastic.

After Reaching 1 Heart with Vera a cutscene will be able to trigger outside of Vera's Shop.
There is a cutscene in the cafe that may be triggered by reaching 3 hearts with Vera, or it may be by reaching 4 hearts with Tessa.
There is a cutscene in the Mayor's Office that can be triggered after reaching 5 hearts with Vera.
